The construction of a production facility doesn’t begin with the groundbreaking ceremony. It usually starts much earlier: with the question of what the new location or facility is actually supposed to achieve once it’s operational. This article discusses planning and costs and provides access to a helpful checklist.

A production facility is not a standard building. It must be tailored to the production processes, material flows, machinery, energy supply, permits, and the people who will eventually work there.

Even minor ambiguities in the early stages can have significant consequences later on—for example, if machine foundations need to be adjusted, utility connections aren’t located where they’re needed, or space for future expansion is insufficient.


Why the construction of a production facility must be planned early

That’s why structured preparation is worthwhile. Before construction actually begins, the most important points should be clarified: What products will be manufactured? What capacities are planned? Which processes run sequentially or in parallel? What are the requirements for temperature, hygiene, safety, fire protection, noise, emissions, or maintenance? And how should the facility be able to be expanded in a few years?

Costs also depend heavily on these fundamentals. It’s hardly realistic to provide blanket estimates when building a production facility, because every project has different requirements. Location, building site, building structure, building services, machinery, energy requirements, permitting requirements, and construction time all have a direct impact on the budget. Added to this are planning, expert reports, site development, outdoor facilities, construction site logistics, commissioning, and contingencies for risks.


The Most Important Steps in Building a Production Facility

Planning realistically early on can minimize the need for later adjustments. This does not mean that every detail must be finalized from the start. However, the key requirements, interfaces, and responsibilities should be clearly defined.

In industrial construction in particular, delays often arise not from a single major problem, but from many unresolved issues at the interfaces between construction, engineering, plant engineering, and operations.

Clarify the requirements for the production facility
At the outset, it should be clearly defined what task the new production facility is intended to fulfill. Is it a completely new building, an expansion, a modernization, or the replacement of existing capacity? What production volumes are planned? Which processes need to be accommodated in terms of space and technical requirements?

It’s not just the machines themselves that are important. Storage areas, traffic routes, delivery, shipping, maintenance areas, utility rooms, break rooms, emergency exits, and future expansion possibilities are equally relevant. Operational requirements such as shift work, cleaning schedules, maintenance, and internal logistics should also be considered early on.

The more precisely these fundamentals are described, the more reliable the planning, timeline, and cost estimate will be.

Assess the Location, Property, and Building Site
The location determines many future conditions. These include the size and layout of the property, planning-law compliance, expansion areas, access roads, maneuvering space, utility connections, drainage, the surrounding neighborhood, and transportation links.

A soil investigation report should be available early on. Bearing capacity, groundwater, contaminated sites, or special foundation requirements can significantly impact the project. Issues related to energy and utility supply should also be addressed during this early assessment: electricity, heating, cooling, water, compressed air, gases, and wastewater must be suitable for the planned use.

Anyone who waits until the project is underway to address these issues risks delays and additional costs.

Prepare Permits in a Timely Manner
When building a production facility, a building permit application is often not sufficient. Depending on the type of facility, additional requirements may apply, such as fire safety, pollution control, water regulations, occupational safety, hazardous materials, explosion protection, waste management, or environmental and species protection.

Therefore, it is important to clarify early on which permits and expert opinions are required. Coordinating with authorities also takes time. Thorough preparation helps reduce follow-up inquiries and avoid missing documents.

It is important for the project workflow that permitting issues are addressed at the beginning of the planning process, not at the end.

Integrating Planning and Interfaces
A production facility is the result of many individual components. Buildings, building services, machinery, electrical engineering, utility supply, fire safety, automation, and logistics must all work together seamlessly.

The interfaces are particularly critical. Machinery requires suitable foundations, utility connections, and installation areas. Crane runways, gates, traffic routes, and maintenance access points must be designed with future operations in mind. At the same time, the construction schedule must be coordinated with delivery dates, installation windows, and inspections.

Digital planning methods can help identify conflicts and planning errors earlier on. However, the key remains a plan that is practically feasible and takes future use into account.

Structuring Costs in a Reliable Manner
The costs of a production facility should not be viewed solely as construction costs. A comprehensive cost structure includes, among other things, the land, site development, planning, expert reports, permits, the building structure, building services, production equipment, outdoor facilities, construction site infrastructure, logistics, commissioning, and risk reserves.

These reserves are particularly important. Changes to the layout, additional technical requirements, delayed decisions, or unclear interfaces can lead to cost overruns. Ongoing cost monitoring helps identify developments early on and make decisions based on a sound foundation.

It also makes sense to consider future operating costs. A solution that appears more cost-effective during construction may end up being more expensive to operate—for example, due to higher energy consumption, difficult maintenance access, or inefficient material flows.

Determining the Award Process and Contract Model
Before awarding the contract, it should be clear how the project will be managed. Depending on the scope and complexity, options include individual contracts, general contractor models, partnership-based contract models, or open-cost models.

It is important that services, responsibilities, interfaces, deadlines, and quality requirements are clearly defined. Only then can bids be meaningfully compared. Procedures for handling changes, amendments, approvals, and documentation should also be established.

In industrial projects, awarding a contract is not merely a business decision. It directly influences how well planning, construction, and equipment installation will work together later on.

Closely Manage Construction
The construction phase reveals just how robust the preparation was. Deadlines, costs, quality, and workplace safety must be monitored continuously. The construction schedule should take into account not only the structural work and finishing work but also equipment deliveries, installation work, inspections, utility connections, and commissioning.

Regular comparisons of planned versus actual progress are important for identifying deviations early on. Changes should not be decided informally on the construction site but rather documented, evaluated, and approved.

Construction site logistics also play a major role. Large components, heavy machinery, cranes, limited storage space, and concurrent trades must be coordinated. Without clear procedures, delays, obstructions, and safety risks can quickly arise.

Plan for Commissioning and Handover Early On
The completion of construction work does not mark the end of the project. A production facility must be inspected, documented, accepted, and brought into operation.

This includes, among other things, safety inspections, fire safety approvals, trial runs, training sessions, audit documentation, maintenance schedules, operating manuals, and a structured defect management process. These items should not be compiled only shortly before the end of the project.

A well-prepared commissioning process reduces the risk that the start of production will fail due to missing documentation, outstanding work, or uncoordinated responsibilities.
